Dr. Victor Tay has been named to the Forttuna Global 100 Power List 2026, recognising a distinguished career defined by transformative leadership, policy innovation, and sustained impact across sustainability, enterprise development, and regional economic growth.

He began his professional journey in strategy consulting with PwC and KPMG, before transitioning into Singapore’s Civil Service, where he served across key institutions including the Ministry of Trade and Industry, the Economic Development Board, Enterprise Singapore, and the Singapore Business Federation. During this period, he played a pivotal role in reshaping approximately 60 national regulations to enhance business efficiency, reduce bureaucratic friction, and strengthen Singapore’s position as a global economic hub. He was also instrumental in establishing the national SME Committee, ensuring that small and medium-sized enterprises were effectively represented in policy formulation.

A recognised pioneer in sustainability, Dr. Tay founded the Singapore Sustainability Alliance, built on a “triple helix” model integrating government, industry, and academia. He further strengthened ecosystem collaboration through the Singapore Sustainability Development Business Group, engaging more than 400 companies, and chaired the Singapore chapter of the United Nations Global Compact, advancing the Sustainable Development Goals across sectors.

As Chief Executive Officer of the Singapore Business Federation, he expanded regional collaboration and supported enterprise internationalisation. Today, as Group CEO of Global Catalyst Advisory, he leads innovation in blockchain and tokenisation technologies that enable traceability in sustainability markets, including carbon credits and renewable energy certificates.

Dr. Tay continues to shape global policy, sustainability ecosystems, and digital innovation, reflecting a legacy of system-level transformation and future-ready leadership.
